The Johannes Phumani Phungula Municipality was previously known as the Ubuhlebezwe Local Municipality, before it was officially renamed in May 2025, to honor ANC struggle veteran Johannes Phungula. The Category B municipality is situated within the Harry Gwala District Municipality (DC43), in the KwaZulu-Natal province of South Africa.
